		<description>ok so a bit more on evoting. There are many conflicts currently in place that a directly related to dispute over the result or legitimacy of the local vote.

the voting system created by bismark can reduce or eliminate these conflicts and save lives.

it would require the support of a UN or similar international organisation  and I think there would be a good argument for having the technology and expertise centralised to some limited degree. When a country had a vote the UN could bring in the scanners and shredders to run this system and then move them on to the next country. The scanned votes can be copied centrally and accessed internationally. locally the UN or similar could provide the access points for people to verify their own votes were registered.

One possible flaw in this system is that people could record their vote on the booth privately and then &quot;sell&quot; or justify their compromised vote for whatever reason (threat/money or whatever). &quot;open&quot;voting booth design could be used where the marking of the ballot is obscured but the voter can be observed (from the elbow or upper arm upwards).

i just hope this system can be implemented everywhere and eliminate one avoidable reason for people to live in fear of their lives and freedoms.</description>
